Direct Certification in the National School Lunch Program State Implementation Progress, School Year 2010-2011 Report to Congress

This report responds to the requirement of Public Law 110-246 to assess the effectiveness of State and local efforts to directly certify children for free school meals. Under direct certification, children are determined eligible for free school meals without the need for household applications by using data from other means-tested programs. The 2004 Child Nutrition and WIC Reauthorization Act required local educational agencies (LEAs) to establish systems to directly certify children from households that receive Supplemental Nutrition Assistance Program (SNAP) benefits by School Year (SY) 2008-2009. In SY 2010-2011, 85 percent of LEAs directly certified some children from SNAP-recipient households. These LEAs enroll 97 percent of all students in NSLP schools. States and LEAs directly certified 1.9 million more children at the start of SY 2010-2011 than they did a year earlier. The share of SNAP participant children directly certified for free school meals increased to an estimated 78 percent in SY 2010-2011, up from 72 percent in SY 2009-2010.

Evaluation of the Fresh Fruit and Vegetable Program: Interim Report

The Fresh Fruit and Vegetable Program (FFVP) aims to increase fruit and vegetable consumption among students in the Nation’s poorest elementary schools by providing free fresh fruits and vegetables to students outside of regular school meals. FFVP began as a pilot program in 2002 and was converted into a nationwide program in the Food, Conservation, and Energy Act of 2008, also known as the Farm Bill (PL 110-234). The results presented in this interim report, for the 2010-2011 school year, focus on the total quantity of fruits and vegetables consumed and total energy intake (also referred to as total caloric intake), allowing the assessment of whether any additional fruit and vegetable consumption was in addition to or in place of other foods consumed.

Evaluation of the Impact of Incentives Demonstrations on Participation in the Summer Food Service Programs (SFSP): FY 2010 Arkansas and Mississippi

Pursuant to the 2010 Agriculture Appropriations Act, FNS initiated and carried out the Summer Food for Children demonstration project, aimed at preventing food insecurity and hunger among children during summer months. The project includes the “eSFSP” demonstrations, which are testing the impact of a number of enhancements to the existing Summer Food Service Program (SFSP), and the “Summer Electronic Benefits Transfer for Children” (SEBTC) demonstrations, which will test a household-based benefit provided to families with children during the summer months. The eSFSP demonstrations include four separate initiatives, two of which began in summer 2010 with two more planned for launch in summer 2011. This report presents findings from the 2010 eSFSP demonstrations in Arkansas and Mississippi.

Child and Adult Care Food Program (CACFP) Assessment of Sponsor Tiering Determinations 2010

The Improper Payments Information Act of 2002 (Public Law 107-300) requires all Federal agencies to calculate the amount of erroneous payments in Federal programs and to periodically conduct detailed assessments of vulnerable program components. This is the sixth wave (2010) of a program assessment of the family daycare homes in the U.S. Department of Agriculture's Child and Adult Care Food Program (CACFP). The assessment provides a national estimate of the share of CACFP participating family daycare homes that are approved for an incorrect level of per meal reimbursement, or reimbursement "tier," for their circumstances. Tiering errors result in improper payments because misclassified family daycare homes do not receive the appropriate level of reimbursement for the meals and snacks provided to the children. The assessment also estimates the dollar amount of improper payments attributable to family daycare home tiering errors.

Regional Office Review of Application (RORA) For School Meals 2010

This is the sixth in a series of annual reports that examines the administrative accuracy of eligibility determinations and benefit issuance for free or reduced-price meals in the National School Lunch Program (NSLP). About 98 percent of students submitting applications for meal benefits in School Year (SY) 2009/10 were certified for the correct level of meal benefits, based on information in the application files. This was comparable to school year 2008/09.

Child and Adult Care Food Program: Aligning Dietary Guidance for All

This is a report of the National Academies’ Institute of Medicine (IOM), Food and Nutrition Board, which was commissioned by the USDA Food and Nutrition Service. It is available here by permission. An earlier, prepublication version was made available in November 2010, but should no longer be used. This final version includes some important corrections.
