Feasibility Study of Capturing Supplemental Nutrition Assistance Program (SNAP) Purchases at the Point of Sale

This study examined the feasibility of creating a data collection system capable of directly and automatically providing USDA with item-level data on purchases made by SNAP households. Data would be captured at the point of sale from purchases made using EBT cards.

This report describes how the Direction Card system works; the process undertaken by ODJFS and its EBT vendor to design, develop, and test the system; the implementation process and experiences; and the cost of system design, development, and implementation. Volume 2 of this report compares the ongoing administrative costs of system operations and system levels of benefit loss and diversion with those of on-line EBT systems and the Dayton pilot.

Evaluation of the Expanded Off-Line EBT System in Ohio: Moving to a Statewide EBT System Using Smart Cards for Food Stamps

To explore the suitability of off-line electronic benefits transfer (EBT) as an alternative to paper issuance and on-line EBT issuance systems, the U.S. Department of Agriculture’s Food and Nutrition Service (FNS) has supported the Ohio Department of Human Services (ODHS) in expanding off-line EBT issuance to all Food Stamp Program (FSP) recipients in the state. A pilot project in Dayton, Ohio and a demonstration of a combined WIC-EBT off-line system in Wyoming have clearly established the technical feasibility of off-line EBT for FSP benefit issuance. Both the Ohio and Wyoming pilot projects, however, were small in scale, and both incurred higher administrative costs than the paper coupon issuance systems they replaced.

Describe how participants redeem their food stamp (FS) benefits (including the number and types of stores frequented by typical clients, the timing and amount of purchases during the month, the frequency of benefit exhaustion, and the amount of benefits carried over into following months). And, identify redemption patterns across groups and analyze differences in redemption and shopping patterns if such exist (e.g., differences between participants with earnings and those without; differences between families with and without children; differences between geographic regions).

This study evaluates the Retailer Compliance Management Demonstrations in EBT-ready States. In these demonstrations, the State food stamp agencies in New Mexico (NM) and South Carolina (SC) assumed responsibility for managing the participation of food retailers in the FSP, a task previously managed exclusively by the federal government.

The Evaluation of Maryland EBT Demonstration: Final Results

The Maryland demonstration was the first statewide roll-out of an electronic benefit transfer (EBT) system involving multiple programs on a single card. The goal was to confirm that a large- scale, multi-program EBT system is technically feasible and determine whether such a system can achieve cost-neutrality government-wide while maintaining high quality service for recipients. The test involved food stamps plus five cash-benefit programs: Aid to Families with Dependent Children (AFDC), Bonus Child Support for AFDC Recipients, Disability Assistance Loan Program, Non-Public Assistance Child Support, and Public Assistance for Adults. All parts of Maryland, both urban and rural, were converted to EBT.
