Third National Survey of WIC Participants

The National Survey of WIC Participants (NSWP) study series is designed to describe state and local agency characteristics, examine participants’ characteristics, assess participants’ experiences with WIC, and estimate improper payments resulting from certification errors in WIC. The study is conducted approximately every 10 years, and the current study is the third iteration (NSWP-III) in the series.

Third Access, Participation, Eligibility, And Certification Study (APEC-III), School Year 2017-18

This is the third study in the Access, Participation, Eligibility, and Certification study series, conducted in School Year 2017-18. FNS relies upon the APEC series to provide reliable, national estimates improper payments made to school districts operating the NSLP and SBP. APEC studies also help identify sources of error and inform FNS policy and technical assistance for state agencies and school food authorities to reduce error. FNS conducted previous iterations of the study in School Years 2005-06 and 2012-13.

The Extent of Trafficking in the Supplemental Nutrition Assistance Program: 2015-2017

This study is the eighth in a series of studies that examine the rate of benefit trafficking SNAP, annualized amount of benefits trafficked, and store violation rate. The estimates are presented as ‘current estimates’ that are calculated to be comparable to past studies, and as ‘updated estimates’ that are calculated to be comparable to other trafficking reports released by the Food and Nutrition Service.

Study of Nonresponse to the School Meals Application Verification Process

FNS conducted the Study of Nonresponse to the School Meals Application Verification Process to examine (1) the accuracy of the current verification process, (2) district practices when verifying applications for cause, and (3) the ultimate results of the verification process, including the reasons why households do not respond to verification requests and how many households reapply.

Evaluation of the Direct Certification with Medicaid for Free and Reduced-Price Meals (DCM-F/RP) Demonstrations, Year 2

This report examines the impact of using Medicaid data to directly certify students for free and reduced-price school meals in the National School Lunch and School Breakfast Programs in fifteen states in School Year 2017-18. Certification, participation, and reimbursement outcomes for Cohort 1 states in their second year of implementation and Cohort 2 states in their first year of implementation are discussed.

CACFP Family Day Care Homes Meal Claims Feasibility Study

The aim of this IPERA compliance reporting feasibility study is to develop a reliable method of assessment of erroneous meal claims in CACFP-Family Day Care Homes, test the method on a sample of FDCHs for the purpose of estimating the rate of improper payments and provide annual estimates of erroneous payments. Specifically, the study focuses on accurately estimating meals that are claimed but not served.

Assessment of the Administrative Review Process in School Meal Programs

The Administrative Review is the process state agencies use to assess compliance with federal requirements of SFAs participating in the National School Lunch Program and the School Breakfast Program. This study assesses the AR process by examining the results from a purposive sample of ARs. The study also describes in-depth how nine selected state agencies conduct their ARs, and ways the process could be further improved.

Assessing the Child Nutrition State Administrative Expense Formula

FNS provides state administrative expense (SAE) funds to state agencies to support administration and oversight of federal child nutrition programs in their state. This study examines the formula used for allocations of SAE funds, identifies factors that influence state agency spending, and presents a series of options for consideration to potentially improve SAE allocations and procedures.
