Evaluation of the Direct Certification with Medicaid for Free and Reduced-Price Meals Demonstration - Year 1

The demonstration of Direct Certification with Medicaid for Free and Reduced-Price Meals (DCM-F/RP) allows authorized States and school districts to use information from Medicaid data files to identify students eligible to receive free or reduced-price (F/RP) National School Lunch Program (NSLP) and School Breakfast Program (SBP) meals. The Food and Nutrition Service (FNS) contracted with Mathematica Policy Research to conduct a study of the first two years of this demonstration to describe the implementation process and explore the effects on certification, participation, Federal reimbursements, and State administrative costs. This report presents the findings from the first year of the demonstration evaluation, school year (SY) 2016–2017.

Successful Approaches to Reduce Sodium in School Meals Study

This study was designed to provide information on (1) the market availability of foods that meet the sodium standards for school meal programs set by regulation in 2012, (2) the strategies most often used by schools that have met the sodium targets, and (3) the technical assistance needs of schools and districts working to develop lower sodium menus.

The Evaluation of Food Insecurity Nutrition Incentives Interim Report

The Food Insecurity Nutrition Incentive (FINI) grant program provided $100 million to fund and evaluate projects that were intended to increase fruit and vegetable purchases among Supplemental Nutrition Assistance Program (SNAP) participants by providing incentives at the point of purchase. Grants were awarded in Fiscal Years (FYs) 2015, 2016, 2017, and 2018 to State and local governmental entities and nonprofit organizations. An independent evaluation measured the impact of FINI on two primary outcomes, increasing fruit and vegetable (1) expenditures and (2) consumption among SNAP households, and on several secondary outcomes. The pilot projects are not included in the evaluation. This report presents the results of the process evaluation and outcome evaluation through September 2017.

School Nutrition and Meal Cost Study

This study is the first nationally representative, comprehensive assessment of the school meal programs since the updated nutrition standards for school meals were phased in beginning School Year 2012-2013. A study methodology report that describes the study design, sampling and data collection and a Summary Report that provides a brief overview of the study and key findings from the various reports are also available.

WIC Medicaid II Feasibility Study: Final Report

The USDA Food and Nutrition Service’s (FNS) 1990 WIC Medicaid Study I (WM-I) found that prenatal WIC participation was associated with improved birth outcomes and savings in Medicaid costs. A 2003 study by Buescher, et al., found that WIC participation during childhood was associated with increased health care utilization and Medicaid costs, and concluded that WIC enhanced children’s linkages to the health care system.

Evaluation of Pilot Project for Procurement of Unprocessed Fruits and Vegetables

Authorized by Section 4202 of the Agricultural Act of 2014 (P.L. 113-79, the 2014 Farm Bill), the USDA Pilot Project for Procurement of Unprocessed Fruits and Vegetables was designed to provide States with additional flexibility in the procurement of unprocessed fruits and vegetables. Participating States and school food authorities (SFAs) can purchase approved items with existing USDA Foods National School Lunch Program entitlement funds from any USDA Pilot-authorized vendor in support of the school meal standards.

Evaluation of Demonstration Projects to End Childhood Hunger (EDECH): Final Interim Evaluation Report

This study—authorized by the 2010 Child Nutrition Act—tests innovative strategies to end childhood hunger and food insecurity. The interim evaluation report describes (1) the demonstration projects, (2) planning and early implementation activities, and (3) findings from the baseline data collection for four projects located within Chickasaw Nation, Kentucky, Nevada, and Virginia. A fifth demonstration project was implemented in Navajo Nation but not evaluated due to changes in program design. The demonstrations occurred during 2015-2017 and operated for 12 to 24 months

Evaluation of the Elementary Schools Pilot Project for Canned, Frozen, or Dried Fruits and Vegetables in the FFVP

This report presents results from a pre/post study comparing the fall of 2014 with the spring of 2015, to evaluate the impacts of a Pilot project under which States had the option to serve canned, frozen, and dried fruits and vegetables.

SNAP Employment and Training (E&T) Best Practices Study: Final Report

This study — mandated by Section 4022 of the Agricultural Act of 2014 (PL 113-79) — reviews research on employment and training (E&T) program components and practices that: (1) assist members of households participating in the Supplemental Nutrition Assistance Program (SNAP) to obtain regular employment; and (2) are best integrated with State workforce development systems. This review also included research on the effectiveness of E&T components offered to low-income individuals by other Federal and State agencies, and the private philanthropic sector.

Special Nutrition Program Operations Study, School Year 2013-14

The Special Nutrition Program Operations Study is a multiyear study designed to provide the Food and Nutrition Service with a snapshot of current State and School Food Authority policies and practices of the school meal programs, including information on school meal standards, competitive foods standards, professional standards, school lunch pricing and accounting, and Smarter Lunchrooms activities. The information in this third year study (School Year 2013-14), the year of the first implementation phase of new breakfast standards, will provide data for observing the improvements resulting from the implementation of the Healthy, Hunger-Free Kids Act. Data was collected from a survey of all State Child Nutrition Directors and a nationally representative sample of School Food Authorities (SFAs).
