Evaluation of Pilot Project for Procurement of Unprocessed Fruits and Vegetables

Authorized by Section 4202 of the Agricultural Act of 2014 (P.L. 113-79, the 2014 Farm Bill), the USDA Pilot Project for Procurement of Unprocessed Fruits and Vegetables was designed to provide States with additional flexibility in the procurement of unprocessed fruits and vegetables. Participating States and school food authorities (SFAs) can purchase approved items with existing USDA Foods National School Lunch Program entitlement funds from any USDA Pilot-authorized vendor in support of the school meal standards.

WIC Vendor Peer Group Study

The purpose of this study is to evaluate the effectiveness of State Agencies current peer group systems, and to provide guidance to State Agencies on how to evaluate and update their systems. Specifically, it uses empirical analysis to identify one or more effective models for establishing vendor peer groups that could apply to most State Agencies.

Food Distribution Program on Indian Reservations Regional Vendor Pilot Assessment

The Food Distribution Program on Indian Reservations (FDPIR) provides USDA-purchased foods (USDA Foods) to income eligible households on Indian reservations and to Native American families residing in designated areas near reservations and in the State of Oklahoma. The standard distribution model is one in which USDA purchases approved foods that are then shipped from two national warehouses to Indian Tribal Organizations (ITOs) for pick-up by tribal members. In 2012, the Food and Nutrition Service created a pilot program using a regional vendor that assumed the responsibilities for purchasing and shipping FDPIR foods to four ITOs in Oklahoma. This report assesses that pilot and includes a qualitative evaluation of the vendor and ITO experiences and an assessment of pilot costs.

Improper Payments to WIC Vendors 2005-2008

About every 7 years, FNS performs a nationally representative study (called a bookend study1) to examine the extent of error and abuse among food vendors authorized to accept WIC vouchers. The last bookend study was the 2005 WIC Vendor Management Study, which used fiscal year (FY) 2005 expenditure data to derive an estimate for 2004. Between bookend studies, there is a need to derive annual estimates of the level of improper payments for compliance with the Improper Payments Information Act of 2002. The purpose of the subsequent annual studies was to provide annual updates to the bookend studies using the developed aging methodology.

2005 WIC Vendor Management Study

The Special Supplemental Nutrition Program for Women, Infants and Children (WIC) serves low- income pregnant, breastfeeding, or postpartum women, and infants and children up to age 5 who are at nutritional risk. In almost all States, the Program provides eligible recipients with vouchers that can be used at authorized stores—referred to as vendors. The 46,000 authorized vendors are mostly grocery stores and pharmacies which have signed agreements to follow program rules. In 1991 and 1998, FNS conducted national studies of WIC vendors to determine the extent of vendor violation of program rules. After the 1998 study, FNS issued regulations to correct vendor practices. The 2005 study replicates the 1998 study to determine whether the regulations were effective, and to measure the frequency of vendor violations and the degree to which vendors charge accurate prices for WIC transactions. It also provides data on payment error as required by the Improper Payments Information Act (IPIA) of 2002 (P.L. 107-300).

An Evaluation of the Prime Vendor Pilot of the Food Distribution Program on Indian Reservations

The Prime Vendor Pilot was conducted as part of U.S. Department of Agriculture's Business Process Re-engineering efforts to improve the administration and operation of the Food Distribution Program on Indian Reservations (FDPIR). Under this pilot, USDA partnered with the Department of Defense, which had an existing contract with commercial vendors and distributors. Reinhart Foods was selected as the prime vendor and was responsible for accepting food orders directly from 23 Indian Tribal Organizations (ITOs) in the Midwest Region, procuring pre-approved food products, storing and delivering the foods to the ITOs. The evaluation compared results from the first year of the prime vendor pilot (July 2001 - June 2002) with the traditional FDPIR commodity distribution system that operated in the previous year (July 2000 - June 2001)
