The Conference on Access to Food, held in Washington, D.C., on September 18 and 19, 1995, was sponsored by the U.S. Department of Agriculture (USDA) Food and Consumer Service (FCS). The conference was held to bring together food access experts to share their knowledge and help USDA build an agenda to increase access to food for low-income Americans.

The Extent of Trafficking in the Food Stamp Program

This study was the first in a series of studies that estimated the extent of retailer-level SNAP benefit trafficking. The major findings included large stores having only half the store violation rate that smaller stores had. Additionally, the overall benefit trafficking rate was 13.0% as compared to 1.3% in the latest trafficking rate study.

Applicability of the Department Nonprocurement Suspension and Debarment Regulations to Farmers in the WIC FMNP

FMNP Policy Memo #95-2. Recently we were asked to clarify whether farmers of the farmers' markets participating in the FMNP were excluded from the certification requirements set forth in Departmental regulations 7 CFR Part 3017, Nonprocurement Suspension and Debarment. This rule requires persons who are applying to participate in the covered transaction at both the primary and lower-tier level to certify that neither the nor their principals are presently debarred, suspended, or proposed for debarment by any Federal department or agency under the government-wide nonprocurement, debarment and suspension regulations.
