This memo is to inform you of recent changes related to data exchanges for the purposes of direct certification for NSLP with SNAP. Please share this information with Stateagencies administering SNAP and continue to encourage them to fully cooperate with their NSLP counterparts to improve the direct certification of children in SNAP households.

Food Stamp and Child Nutrition Agreements for Direct Certification

The Child Nutrition and WIC Reauthorization Act of 2004 requires that children in food stamp households be directly certified for free school meals. To prepare for the phased in implementation of mandatory direct certification, which begins for the largest school districts in July 2006 and covers all school districts by July 2008, we convened a work group on January 26–27, 2005.

Direct Certification and Direct Verification for National School Lunch and School Breakfast Programs

The Child Nutrition and WIC Reauthorization Act of 2004 allows children to be certified as eligible for free meals under the National School Lunch Program (NSLP) and the School Breakfast Program (SBP) based on participation in other programs authorized under the Food Stamp Act of 1977, as amended. No further application by the child’s household is necessary.

Exclusion of the Housing Allowance for Military Households in Privatized Housing - Reauthorization 2004: Implementation Memo CN 1

In accordance with the Child Nutrition and WIC Reauthorization Act of 2004, the housing allowance for military personnel living in privatized housing will be permanently excluded from income when determining household eligibility for free and reduced price meals or free milk in all of the child nutrition programs.

Verification of Income Eligibility – Reauthorization 2004 Implementation

Effective July 1, 2004, school officials verifying income eligibility for free and reduced price meals must allow households to provide documentation of income for any point in time between the month prior to application and the time the household is required to provide income documentation.

2018 Direct Certification Improvement Grant RFA

The USDA Food and Nutrition Service (FNS) is pleased to announce the release of the Fiscal Year (FY) 2018 Direct Certification Improvement Grant Request for Applications (RFA). The grants are available to state agencies that administer the National School Lunch Program (NSLP) and the School Breakfast Program (SBP) to fund the costs of improving your direct certification rates with the Supplemental Nutrition Assistance Program (SNAP), and other needs-based assistance programs, as allowed under federal statute and regulations.

Frequency of Direct Certification Matching Activities Beginning in SY 2011-2012

The interim rule, Direct Certification and Certification of Homeless, Migrant and Runaway Children for Free School Meals, was published on April 25, 2011. One of the provisions in this rule concerns the frequency of direct certification matching activities with the SNAP and is effective July 1, 2011.
