D-SNAP State Workgroup Recommendations

In Fiscal Years 2017 and 2018, the Food and Nutrition Service (FNS) served nearly 6 million households through the Disaster Supplemental Nutrition Assistance Program (D-SNAP). As disaster responses have grown in size and scale in recent years, it is essential that FNS proactively review the D-SNAP Guidance to ensure program integrity remains high while also safeguarding the opportunity to participate for income eligible households.

To complete that review, the FNS Southwest Regional Office convened a State Workgroup comprised of seven state agencies with recent disaster experience to discuss concerns and best practices regarding D-SNAP implementation, program integrity, and program access. State representatives from across the country met with FNS leadership to review current statues, regulatory provisions, and policy guidance concerning D-SNAP, and to provide recommendations to FNS on how to improve the program at state and federal levels.

Food Safety Resources

The FNS Office of Food Safety develops education, instruction and technical assistance resources for individuals working in federally funded nutrition assistance programs such as the National School Lunch Program, School Breakfast Program, Child and Adult Care Food Program, and Summer Food Service Program. In accordance with the Paperwork Reduction Act of 1995, this notice invites the general public and other public agencies to comment on the proposed information collection. This is a revision of a currently approved collection associated with requests by State agencies to operate a Disaster Supplemental Nutrition Assistance Program (D-SNAP) to temporarily provide food assistance to households following a disaster.

Addressing Civil Rights Issues in D-SNAP Planning and Implementation

FNS is issuing guidance on addressing vulnerable populations in response to State requests to describe lessons learned from recent disasters and practices State agencies can use in planning and implementing D-SNAPs. This memo addresses how States can best serve vulnerable populations in D-SNAP. During fiscal year 2017, the Food and Nutrition Service (FNS) approved seven States to operate the Disaster Supplemental Nutrition Assistance Program (D-SNAP) in response to natural disasters, providing D-SNAP benefits and supplements to over 3.4 million households. The size and scope of these D-SNAPs, several of which were conducted in major metropolitan areas, presented many challenges, particularly around access for elderly, persons with disabilities, and other vulnerable populations.

Special Disaster Rules for Accepting SNAP EBT Benefits for Hot Food Purchases

Due to the power outages, severe flooding and displacements from homes caused by the Kilauea Volcanic Eruption, and effective immediately, retail food stores licensed by the Food and Nutrition Service and located in Hawaii County may accept SNAP benefits in exchange for HOT foods and foods intended to be consumed on retailer premises.

Providing Child Nutrition Program Benefits to Disaster Survivor Evacuees

This memorandum provides a reminder overview of options available under current program policy and regulation for connecting children and adult survivors, who have evacuated from areas subject to major disaster and emergency declarations, with child nutrition program (CNP) benefits. Many survivors have evacuated as a result of the recent hurricanes and wildfires and program operators are working hard to enroll and provide services for those evacuees.
