Update of Food Crediting in the Child Nutrition Programs

This memorandum informs stakeholders on the progress made by the Food and Nutrition Service in updating the food crediting system for all child nutrition programs (CNP), including the National School Lunch Program, School Breakfast Program, Child and Adult Care Food Program, and Summer Food Service Program. This is a first step by FNS towards improving the CNP crediting system to best address today’s evolving food and nutrition environment and meet the needs of those operating and benefiting from the CNPs.

FY 2019 Administrative Review and Training Grants

The USDA Food and Nutrition Service is pleased to announce the release of the Fiscal Year 2019 request for applications (RFA) to invite state agencies that administer the National School Lunch Program and School Breakfast Program to apply for FY 2019 Administrative Review and Training (ART) Grants. FNS has up to $8.5 million available to fund grants to state agencies to support oversight and training efforts to reduce administrative errors and improve school meal program accountability. This announcement describes the FY 2019 ART Grant process.

Guidance for FY19: Updated CACFP Meal Patterns and Updated NSLP and SBP Infant and Preschool Meal Patterns

On April 25, 2016, USDA's Food and Nutrition Service published the final rule “Child and Adult Care Food Program: Meal Pattern Revisions Related to the Healthy, Hunger-Free Kids Act of 2010” (81 FR 24348). These regulations were intended, in part, to update the CACFP meal pattern requirements in 7 CFR 226.20 and the meal pattern requirements for infants and preschoolers in the National School Lunch and School Breakfast Programs under 7 CFR 210.10 and 220.8. Child nutrition program (CNP) operators were required to comply with these updated meal pattern requirements no later than October 1, 2017.

Child Nutrition Programs’ Flexibilities for School Year 2018-2019

An interim final rule published on Nov. 30, 2017 (82 FR 56703) provides child nutrition program (CNP) operators targeted flexibilities for milk, whole grains, and sodium requirements for School Year (SY) 2018-2019. This memorandum summarizes the flexibilities that will be effective July 1, 2018.

Child Nutrition Program Waiver Request Guidance and Protocol- Revised

This memorandum revises the current USDA Food and Nutrition Service (FNS) process for State agencies and eligible service providers[1] seeking a waiver of statutory or regulatory Program requirements for the Child Nutrition Programs (CNPs), including the Child and Adult Care Food Program (CACFP), the Summer Food Service Program (SFSP), the National School Lunch Program (NSLP), the Fresh Fruit and Vegetable Program (FFVP), the Special Milk Program (SMP) (SMP), and the School Breakfast Program (SBP). This memorandum supersedes SP 27-2017, CACFP 12-2017, SFSP 08-2017, Child Nutrition Program Waiver Request Guidance and Protocol, dated April 26, 2017.

Demonstration Project for Non-Congregate Feeding for Outdoor Summer Meal Sites Experiencing Excessive Heat with Q & As

Through this memorandum, pursuant to the authority of section 749(g) of the Agriculture, Rural Development, Food and Drug Administration, and Related Agencies Act, 2010 (P.L. 111-80), the Food and Nutrition Service (FNS) is continuing the 2017 demonstration project allowing non-congregate feeding at certain outdoor summer meal sites experiencing excessive heat for summer 2018, to develop and test alternative methods of providing access to summer meals for low income children.

Providing Child Nutrition Program Benefits to Disaster Survivor Evacuees

This memorandum provides a reminder overview of options available under current program policy and regulation for connecting children and adult survivors, who have evacuated from areas subject to major disaster and emergency declarations, with child nutrition program (CNP) benefits. Many survivors have evacuated as a result of the recent hurricanes and wildfires and program operators are working hard to enroll and provide services for those evacuees.
