Integrity of the SNAP Quality Control System

This memorandum is intended to clarify existing regulatory and policy guidance to ensure awareness of our shared responsibility to preserve the integrity of SNAP's quality control system, based on findings from recent FNS reviews of State quality control operations. Furthermore, this memorandum establishes new procedures regarding the use of third party consultants to ensure that activities performed under contract are allowable SNAP administrative expenses.

Final Rule: SNAP Promotion

This final rule implements Section 4018 of the Agricultural Act of 2014. Section 4018 created new limitations on the use of Federal funds authorized in the Food and Nutrition Act of 2008, as amended (FNA), for the Supplemental Nutrition Assistance Program (SNAP) promotion and outreach activities. Specifically, Section 4018 of the 2014 Farm Bill prohibits the use of Federal funds appropriated in the FNA from being used for: recruitment activities designed to persuade an individual to apply for SNAP benefits; television, radio, or billboard advertisements that are designed to promote SNAP benefits and enrollment; or agreements with foreign governments designed to promote SNAP benefits and enrollment.

Final Rule: SNAP Photo Electronic Benefit Transfer (EBT) Card Implementation Requirements

The Food and Nutrition Service (FNS) is updating the Supplemental Nutrition Assistance Program (SNAP or "Program'') regulations to set implementation parameters, prerequisites and operational standards required of State agencies that intend to implement the photo Electronic Benefit Transfer (EBT) card option provided under Section 7(h)(9) of the Food and Nutrition Act of 2008 ("the Act'').

SNAP Guide to Supporting Requests to Waive the Time Limit for ABAWDs

SNAP Employment and Training (E&T) Best Practices Study: Final Report

This study — mandated by Section 4022 of the Agricultural Act of 2014 (PL 113-79) — reviews research on employment and training (E&T) program components and practices that: (1) assist members of households participating in the Supplemental Nutrition Assistance Program (SNAP) to obtain regular employment; and (2) are best integrated with State workforce development systems. This review also included research on the effectiveness of E&T components offered to low-income individuals by other Federal and State agencies, and the private philanthropic sector.
