SNAP – Fiscal Year 2019 Cost-of-Living Adjustments

Innovation and Evaluation in SNAP Demonstration Projects

To ensure all demonstration projects continue to meet the requirements of the FNA, FNS is undertaking a thoughtful review of active demonstration projects to determine which show potential as program improvements, which necessitate additional innovation or evaluation, and which should be phased-out because they are no longer necessary, do not meet the requirements of the FNA, or do not align with current program goals. This memorandum outlines the approach FNS will begin to take to work with State agencies as they request approval for new demonstration projects or renewal of existing projects, to ensure all active demonstration projects are testing innovative approaches with appropriate evaluations. As part of this effort, FNS will also make strides to move proven concepts from demonstration projects into the regular program through the appropriate policy channel.

Addressing Civil Rights Issues in D-SNAP Planning and Implementation

FNS is issuing guidance on addressing vulnerable populations in response to State requests to describe lessons learned from recent disasters and practices State agencies can use in planning and implementing D-SNAPs. This memo addresses how States can best serve vulnerable populations in D-SNAP. During fiscal year 2017, the Food and Nutrition Service (FNS) approved seven States to operate the Disaster Supplemental Nutrition Assistance Program (D-SNAP) in response to natural disasters, providing D-SNAP benefits and supplements to over 3.4 million households. The size and scope of these D-SNAPs, several of which were conducted in major metropolitan areas, presented many challenges, particularly around access for elderly, persons with disabilities, and other vulnerable populations.

Special Disaster Rules for Accepting SNAP EBT Benefits for Hot Food Purchases

Due to the power outages, severe flooding and displacements from homes caused by the Kilauea Volcanic Eruption, and effective immediately, retail food stores licensed by the Food and Nutrition Service and located in Hawaii County may accept SNAP benefits in exchange for HOT foods and foods intended to be consumed on retailer premises.

Retailer Sanctions – Debarment of Disqualified Firms

This policy memorandum provides guidance regarding the criteria for initiating government-wide debarment actions against retail firms that have been disqualified from the Supplemental Nutrition Assistance Program (SNAP). This memorandum also addresses what actions the Food and Nutrition Service (FNS) should take if an authorized or applying retail firm or any of its owners are found to have been debarred from non-procurement programs and activities by another Federal agency in accordance with the Office of Management and Budget (OMB) guidelines as found in 2 CFR Parts 180 and 417.

Clarifications on Work Requirements, ABAWDs, and E&T

The Office of lnspector General's (OIG) 2016 Audit Report, Food and Nutrition Service Controls over Supplemental Nutrition Assistance Program (SNAP) Benefits for Able Bodied Adults without Dependents (ABAWD), recommended that the Food and Nutrition Service (FNS) perform analysis to identify problematic areas for states in terms of ABAWD policy and then provide states with additional best practices to address those areas. FNS has performed the recommended analysis and has determined that states and other stakeholders would benefit most from additional guidance in two general areas: ABAWD policy's interaction with other SNAP work-related policies and "tracking" participation for ABAWDs.

Retailer Eligibility - Restaurants

This memorandum clarifies policy related to implementation of the final rule, "Enhancing Retailer Standards in the Supplemental Nutrition Assistance Program (SNAP)," which amended SNAP regulations, at 7 CFR'§§ 271.2 and 278.l(b)(l)(iv), related to firms that are ineligible to be SNAP authorized because they are restaurants.
