School Food Authorities Purchasing Produce from Department of Defense Vendors using Section 4 and 11 FFVP Funds
This memorandum clarifies how School Food Authorities (SFAs) may use funds provided under Sections 4 and 11or19 of the National School Lunch Act (NSLA), 42 U.S.C. 1751, to purchase fresh fruits and vegetables from DoD Fresh Fruit and Vegetable Program (DoD Fresh) vendors.
Four pieces of legislation currently govern the level of food and administrative resources available to TEFAP in FY 2017: the Agricultural Act of 2014; the Food and Nutrition Act of 2008; the Emergency Food Assistance Act of 1983; and the Consolidated Appropriations Act, 2017 (P.L. 115-31, the Appropriations Act), which provides funding through September30, 2017. The purpose of this memorandum is to provide final, full Fiscal Year 2017 TEFAP funding information as a follow-up to the FY 2017 TEFAP estimated funding memorandum FNS previously released in March 2017.
Further Clarification on the Prohibition Against Explicitly Religious Activities As Part of TEFAP and CSFP Activities
The purpose of this memorandum is to provide clarification on “explicitly religious activities” per 7 CFR Part 16 and provide specific examples related to The Emergency Food Assistance Program (TEFAP) and the Commodity Supplemental Food Program (CSFP).
