The interim rule entitled National School Lunch Program and School Breakfast Program: Nutrition Standards for All Foods Sold in Schools as required by the Healthy, Hunger-Free Kids Act of 2010 was published on June 28, 2013. The ICR for this rule approved the creation of a new information collection, which has been assigned the OMB Control Number 0584-0576. The Office of Management and Budget cleared the associated ICR on August 14, 2013. This document announces the approval of the ICR.

School Food Service Account Revenue from the Sale of Non-Program Foods

School Program regulations at 7 CFR 210.14 (f) require all revenue from the sale of non-program foods to accrue to the nonprofit school food service account. Non-program food is defined as food sold in a school at any time or location on the school campus (other than reimbursable meals) purchased using funds from the non-profit school food service account. Please note that this is different from competitive food which is defined as all food (other than reimbursable meals) sold to students during the school day. This memorandum provides clarification on the requirements for the accrual of revenue from the sale of non-program food.

NSLP Afterschool Snack Service - FAQs

The National School Lunch Program Afterschool Snack Service is a federally-assisted snack service that provides cash reimbursement to encourage or assist schools in serving snacks to children after the regular school day. The afterschool snack component of the NSLP helps children fully engage in afterschool programming by filling the hunger gap many children face in the afternoon and early evening. Children participating in an approved afterschool care program age 18 and under, and participating children who turn 19 during the school year, are eligible to receive reimbursable snacks through the NSLP.

This rule proposes to amend the eligibility regulations for free and reduced price meals under the National School Lunch Program (NSLP) and School Breakfast Program (SBP) to codify the statutory provision that establishes the community eligibility provision, a reimbursement option for eligible local educational agencies and schools that wish to offer free school meals to all children in high poverty schools without collecting household applications.
