National School Lunch, Special Milk, and School Breakfast Programs, National Average Payments/Maximum Reimbursement Rates (July 1, 2019 through June 30, 2020)

This Notice supersedes the notice published in the Aug. 7, 2019 issue of the Federal Register entitled National School Lunch, Special Milk, and School Breakfast Programs, National Average Payments/Maximum Reimbursement Rates (FR Doc. 84-38590). It establishes new reimbursement rates for Guam and Virgin Islands to match the reimbursement rate provided to Puerto Rico, and corrects an incorrect date.

Updated Local Agency Procurement Review Tool for School Food Authorities for SY 2019-2020

This memorandum provides information on the updated template Local Agency Procurement Review Tool for state agencies to use, modify, or develop in school year (SY) 2019-2020. While the concepts of the original tool remain the same, the updated tool is now streamlined to reduce burden, consolidate questions, clarify instructions, and improve functionality for school food authorities (SFAs) and state agencies.

National School Lunch, Special Milk, and School Breakfast Programs: National Average Payments/Maximum Reimbursement Rates (July 1, 2019 -June 30, 2020)

This Notice announces the annual adjustments to the national average payments, the amount of money the Federal Government provides States for lunches, afterschool snacks, and breakfasts served to children participating in the National School Lunch and School Breakfast Programs; to the maximum reimbursement rates, the maximum per lunch rate from Federal funds that a State can provide a school food authority for lunches served to children participating in the National School Lunch Program; and to the rate of reimbursement for a half-pint of milk served to non-needy children in a school or institution that participates in the Special Milk Program for Children.

Comment Request - Food Programs Reporting System

The FNS is consolidating certain programmatic and financial data reporting requirements that are currently approved by the Office of Management and Budget, under the Food Programs Reporting System (FPRS), an electronic reporting system. The purpose is to give States and ITO agencies one portal for the various reporting required for the programs that the States and ITOs operate. The data collected is used for a variety of purposes; mainly program evaluation, planning, audits, funding, research, regulatory compliance and general statistics.

State Agency Food Safety Inspections Report for SY 2018-19

This memorandum provides guidance regarding continuation of the food safety inspections reporting requirement under the National School Lunch and School Breakfast Programs for fiscal year (FY) 2019. The Consolidated Appropriations Act, 2019, (P.L. 116-6) contains language that amended section 9(h)(3) of the Richard B. Russell National School Lunch Act (NSLA), 42 USC 1758(h)(3), to require the state agency’s food safety inspections reporting requirement for FY 2019. State agencies must report to the Food and Nutrition Service the number of annual food safety inspections obtained by schools under their jurisdiction for school year 2018-2019. Please submit the report by November 15, 2019, to: NSLPFoodSafetyInspections@fns.usda.gov.

School Breakfast Program: Substitution of Vegetables for Fruit

Effective immediately, school food authorities (SFAs) participating in the School Breakfast Program may credit any vegetable offered, including potatoes and other starchy vegetables, in place of fruit without including vegetables from other subgroups in the weekly menus. This flexibility is based on Section 768 of the Consolidated Appropriations Act, 2019 (P.L. 116-6) (the Appropriations Act), enacted on February 15, 2019, and effective through September 30, 2019. This provision provides additional flexibility in planning breakfast menus but does not require SFAs to make any menu changes.

Child Nutrition Programs: Income Eligibility Guidelines (July 1, 2019 - June 30, 2020)

This notice announces the Department's annual adjustments to the Income Eligibility Guidelines to be used in determining eligibility for free and reduced price meals and free milk for the period from July 1, 2019 through June 30, 2020. These guidelines are used by schools, institutions, and facilities participating in the National School Lunch Program (and Commodity School Program), School Breakfast Program, Special Milk Program for Children, Child and Adult Care Food Program and Summer Food Service Program.

National School Lunch Program and School Breakfast Program: Questions and Answers for Charter Schools

The National School Lunch Program (NSLP) and the School Breakfast Program (SBP) along with other child nutrition programs (CNPs) administered by the USDA Food and Nutrition Service (FNS) make it possible for schools to serve wholesome and appealing meals to students each day. FNS recognizes the importance of providing the necessary technical assistance to all schools eligible to participate in the CNPs so that all students have access to school meals that contribute to their physical and mental well-being. To assist in this effort, FNS is providing updated Question and Answers (Q&As) to address questions we have received from charter schools. This memorandum supersedes SP 07-2008: Charter School Involvement in the National School Lunch and Breakfast Programs, January 15, 2008.
