SNAP COVID-19 Emergency Allotments Guidance

USDA has issued guidance to states in implementing Families First Coronavirus Response Act of 2020, which provides for the issuance of emergency allotments (supplements) based on a public health emergency declaration by the Secretary of Health and Human Services under section 319 of the Public Health Service Act related to an outbreak of COVID-19 when a state has also issued an emergency or disaster declaration.

ABAWD Waivers

Able-bodied adults without dependents (ABAWDs) can get SNAP for only 3 months in a 3-year period if they do not meet certain extra work requirements. This is called the ABAWD time limit.

The law allows states to ask FNS to temporarily waive the ABAWD time limit based on evidence showing that an area has an unemployment rate of over 10 percent or does not have a sufficient number of jobs.  An ABAWD time limit waiver does not waive the general SNAP work requirements.
