Child Nutrition Programs: Income Eligibility Guidelines (July 1, 2019 - June 30, 2020)

This notice announces the Department's annual adjustments to the Income Eligibility Guidelines to be used in determining eligibility for free and reduced price meals and free milk for the period from July 1, 2019 through June 30, 2020. These guidelines are used by schools, institutions, and facilities participating in the National School Lunch Program (and Commodity School Program), School Breakfast Program, Special Milk Program for Children, Child and Adult Care Food Program and Summer Food Service Program.

Standard Utility Allowances

States annually update Standard Utility Allowances (SUAs) to reflect changes in utility costs. When determining a household’s eligibility, States consider a household’s total shelter costs, including the cost of utilities. Since actual utility costs are often hard to determine, States can use a SUA, which is the average cost of utilities in the State or local area.   Different States may use different terms to describe these allowances.

Cost of Living Adjustment (COLA) Information

We adjust SNAP maximum allotments, deductions, and income eligibility standards at the beginning of each Federal fiscal year. The fiscal year begins on October 1st. The changes are based on changes in the cost of living. Cost of living is the amount of money needed to support a basic standard of living.
