Final Rule: WIC Miscellaneous Provisions

This final rule amends a number of existing provisions in the WIC Program regulations to address issues raised by WIC State agencies, other members of the WIC community, and the United States Government Accountability Office (GAO). This final rule also incorporates recent legislation and certain longstanding program policies and State agency practices into the regulations. Further, the final rule also streamlines certain requirements in the regulations.

Characteristics of Food Stamp Households: Fiscal Year 2005

The Special Supplemental Nutrition Program for Women, Infants and Children (WIC) serves low- income pregnant, breastfeeding, or postpartum women, and infants and children up to age 5 who are at nutritional risk. In almost all States, the Program provides eligible recipients with vouchers that can be used at authorized stores—referred to as vendors. The 46,000 authorized vendors are mostly grocery stores and pharmacies which have signed agreements to follow program rules. In 1991 and 1998, FNS conducted national studies of WIC vendors to determine the extent of vendor violation of program rules. After the 1998 study, FNS issued regulations to correct vendor practices. The 2005 study replicates the 1998 study to determine whether the regulations were effective, and to measure the frequency of vendor violations and the degree to which vendors charge accurate prices for WIC transactions. It also provides data on payment error as required by the Improper Payments Information Act (IPIA) of 2002 (P.L. 107-300).

Proposed Rule: Revisions in the WIC Food Packages

This proposed rule would revise regulations governing the WIC food packages to align the WIC food packages with the 2005 Dietary Guidelines for Americans and current infant feeding practice guidelines of the American Academy of Pediatrics, better promote and support the establishment of successful long-term breastfeeding, provide WIC participants with a wider variety of food, provide WIC State agencies with greater flexibility in prescribing food packages to accommodate participants with cultural food preferences, and serve participants with certain qualifying conditions under one food package to facilitate efficient management of medically fragile participants.

Analysis of WIC Food Package Prescriptions,1998-2002

The Special Supplemental Nutrition Program for Women, Infants and Children (WIC) assists low-income pregnant, breastfeeding, and postpartum women, infants, and children by providing nutrition education, health and social service referrals, and supplemental foods. Specific WIC foods and maximum quantities are defined by Federal regulations. However, State and local WIC agencies have flexibility to tailor food package prescriptions to address participants’ individual needs and preferences. The purpose of this report is to illustrate the types and amounts of foods being prescribed within the WIC Food Package for each category of participants. This report does not provide information on redemption of the food prescriptions, or on actual food consumption; at this time, comprehensive data are available only on food prescriptions.

WIC Participant and Program Characteristics 2004

The WIC Participant and Program Characteristics (PC2004) report summarizes demographic characteristics of WIC participants nationwide in April 2004, along with information on participant income and nutrition risk characteristics. A national estimate of breastfeeding initiation for WIC infants is included. The report also describes WIC members of migrant farm-worker families.
