Food Distribution Program: Value of Donated Foods (July 1, 2009 - June 30, 2010)

Notice is hereby given that the national average minimum value of donated foods, or cash in lieu thereof, per lunch under the NSLP (7 CFR part 210) and per lunch and supper under the CACFP (7 CFR part 226) shall be 19.5 cents for the period July 1, 2009 through June 30, 2010.

American Recovery and Reinvestment Act of 2009 Increases to Unemployment Compensation Payments

Section 2002 of Title II of the American Recovery and Reinvestment Act of 2009 (ARRA) authorizes a new temporary Federal Additional Compensation program that provides a $25 weekly increase in unemployment compensation for eligible workers. This increase is countable as income for CSFP, FDPIR and TEFAP purposes. The ARRA does not allow an income exclusion for these payments under any of these programs.

Policy Memorandum FD-060, Use of Donated Foods in the National School Lunch Program and Other Child Nutrition Programs (dated June 21, 2006) is cancelled. The guidance provided by this policy memorandum has been incorporated in 7 CFR 250.60, in accordance with the final rule, "Management of Donated Foods in Child Nutrition Programs, the Nutrition Services Incentive Program, and Charitable Institutions" (the FSMC final rule), which was published in the Federal Register on August 8, 2008, with an effective date of November 6, 2008.
