Revision of Categorical Eligibility in SNAP - Reopening of Comment Period

The Food and Nutrition Service (FNS) proposed to make changes to the Supplemental Nutrition Asisstance Program (SNAP) regulations to refine categorical eligibility requirements based on receipt of Temporary Assistance for Needy Families (TANF) benefits. To aid the public's review of the rulemaking, FNS is providing an informational analysis regarding the potential impacts on participants in the National School Lunch Program and School Breakfast Program. The agency is extending the comment period to provide the public an opportunity to review and provide comment on this document as part of the rulemaking record. Comments that do not pertain to the issues referenced in this additional document are not germane to the extended comment period and will not be accepted.

SNAP - Fiscal Year 2020 Cost of Living Adjustments

Final Rule: TEFAP Implementation of the Agriculture Improvement Act of 2018

Through this rulemaking,  FNS is codifying new statutory requirements included in the 2018 Farm Bill. First, the 2018 Farm Bill requires The Emergency Food Assistance Program (TEFAP) state plans, at the option of the state agency, to describe a plan of operation for projects to harvest, process, package, or transport donated commodities for use by TEFAP emergency feeding organizations (EFOs), also known as Farm to Food Bank Projects. Second, the Department is requiring TEFAP State agencies to amend their State Plans to describe a plan that provides EFOs or eligible recipient agencies (ERAs) within the State an opportunity to provide input on their commodity preferences and needs. Last, the Department is establishing the requirements for the projects to harvest, process, package, or transport donated commodities as authorized in the 2018 Farm Bill.

Comments Request - Survey of SNAP and Work

This notice invites the general public and other public agencies to comment on this proposed information collection for the Survey of Supplemental Nutrition Assistance Program (SNAP) and Work. This NEW information collection will provide the U.S. Department of Agriculture, Food and Nutrition Service (FNS) with information about the employment patterns and characteristics of nondisabled adult SNAP participants, and identify health, social, and personal factors that promote or inhibit employment among SNAP participants.

Delayed Implementation of Grains Ounce Equivalents in the Child and Adult Care Food Program

This action delays, from Oct. 1, 2019 until Oct. 1, 2021, the implementation date of the “ounce equivalents” requirement for crediting grains served in the Child and Adult Care Food Program (CACFP). The final rule, Child and Adult Care Food Program: Meal Pattern Revisions Related to the Healthy, Hunger-Free Kids Act of 2010, published on April 25, 2016, specified that meal planners must use ounce equivalents to determine the amount of creditable grain served as part of a reimbursable meal or snack.

Updated School Meal Guidance

The Food and Nutrition Service (FNS) is issuing a suite of memoranda providing updated guidance for operators in the child nutrition programs (CNPs), including the National School Lunch Program (NSLP), School Breakfast Program (SBP), Special Milk Program for Children, Child and Adult Care Food Program, and Summer Food Service Program. These new memoranda do not include additional requirements, but are intended to help program operators implement recent regulatory changes and provide clarification to existing policies and regulations.

Salad Bars in the National School Lunch Program and School Breakfast Program

This memorandum supersedes policy memo SP 31-2013, “Salad Bars in the National School Lunch Program,” dated March 27, 2013. This revision includes policy changes and general updates to outdated resources/website links and updated questions and answers. This memorandum provides state agencies with information on how salad bars can effectively improve the service of reimbursable meals and includes information on portion size, location of the salad bar, production records, and food safety.
