ABAWD Waivers

An ABAWD time limit waiver does not waive the general SNAP work requirements. More information about waivers can be found by visiting: SNAP - Guide to Supporting Requests to Waive the Time Limit for Able-Bodied Adults without Dependents (ABAWD). As a result of the final rule, Supplemental Nutrition Assistance Program: Requirements for Able-Bodied Adults Without Dependents, which was published on December 5, 2019, the regulatory standards referenced in this guide are only valid through March 31, 2020. In order to have a waiver as of April 1, 2020, and thereafter, states must request a waiver that meets the new standards in 7 CFR 273.24(f) and should submit that request as soon as possible to their respective FNS regional office contact(s).

Final Rule: Employment for Work-Capable Adults

In December 2019, the U.S. Department of Agriculture (USDA) Food and Nutrition Service (FNS) published a final rule entitled “Supplemental Nutrition Assistance Program (SNAP): Requirements for Able-Bodied Adults without Dependents”. This action supports the Agency’s commitment to promoting employment by applying a common-sense policy to SNAP’s work-related program standards for able bodied adults without dependents (ABAWDs).

This memorandum provides best practices and resources to help State agencies effectively inform Supplemental Nutrition Assistance Program (SNAP) households of the requirements for able-bodied adults without dependents (ABA WD) and to enrich training for eligibility workers. Since ABAWD policy is complex, States should provide clients with accurate and understandable information in accessible locations ( e.g., waiting rooms, websites, or partner organizations).
